bTicino 3550 – Zone without actuator

I have a MyHome system with thermoregulation over the 99-zone control unit 3550. All (controlled) rooms have their own zone and associated actuator to steer the radiators in the corresponding rooms. There is a single pump connected to the system. Everything is working fine.
During the installation 15 years ago, I kept one room out of the themoregulation system and hence it is not controlled by the 3550. The idea was that the radiator in this room would be the bypass for the system. In the event that all radiators are closed, but the pump is running, the heat in the central heating system would have a place to go. It simplified the need for bypass valves or other solutions. At the same time this room is connected to the living room and it is in a colder part of the house. So all heat going here, is useful. It worked fine all this time.
But now we have installed a home office in this room, and sometimes it is more comfortable to be able to increase the temperature in this room, without affecting other rooms. I installed an additional thermostat in the room and assigned a pump in the 3550 control system. As there is no need for an actuator, I did not install one. But the system never switches on the pump, even if we manually force it to a high temperature setting.
Questions:
1) Is it a requirement to work with an actuator (F430/x)? Can this zone work with only a pump assignment?
2) If it is possible, what am I missing to configure this?
