If we can write API on website, what URL to write and control Netatmo system ?

We provide APIs for Legrand solutions. You can use them freely. If you are talking about Home + Control products, the API is available here : https://portal.developer.legrand.com/docs/services/59e9ad7f8bda9e0b3caea28c/operations/addsubscription
You need to have a Works with Legrand developer account to test the methods via the “Try It” button
If you want to create your own application to manage your devices, please follow our tutorials : https://developer.legrand.com/tutorials/getting-started
It will be then up to you to make the development to integrate our API
